TAIWAN SCHOLARSHIP PROGRAM FOR SOUTH ASIAN STUDENTS
In an effort to encourage outstanding South Asian students to undertake degree studies in Taiwan so as to familiarize themselves with the academic environment in Taiwan and promote communication, understanding, and friendship between Taiwan and South Asian countries (India, Bhutan, Bangladesh, Sri Lanka, Nepal), the Ministry of Education (MOE) of the Republic of China (Taiwan) has initiated the Taiwan Scholarship Program. The maximum period of each scholarship is four years for undergraduate programs, two years for master programs, and four years for doctorate programs. The maximum length of the total awards for each recipient undertaking a combination of studies is five years. Eligibility
- Applicants must be a national of South Asian countries with a senior secondary school graduation diploma or post-secondary degree(s), with an excellent academic record, and be of good moral character.
- Applicants can apply for not fully English taught programs only if they have cleared their ”Test of Chinese as a Foreign Language” (TOCFL) Level 3 test.
- Applicants who have not cleared their “Test of Chinese as a Foreign Language” (TOCFL) Level 3 test must only apply for fully English taught programs (list as posted in the same website).
- Students are requested to go through the list of English taught programs in order to find the suitable department/program for the course they are interested in.
- A person in any of the following categories is “ineligible” to apply: a. An R.O.C. (Taiwan) nationals or overseas Chinese student. b. A person who already has and is continuing to maintain student status at any university/college in Taiwan or who has already registered to begin studies at such a university/college. This restriction does not apply to a student who will be graduating after completing a degree that year. They may apply for a Taiwan Scholarship to pursue a higher degree. c. A person who has already studied in Taiwan for a degree at the same level as the one in which they currently intend to enroll. d. An exchange student or dual/joint degree student who has been admitted to a university/college in Taiwan in accordance with an academic cooperation agreement between that university/college and an overseas university/college. e. A person who has already been a Taiwan Scholarship recipient for a total of five years. f. A person who has ever previously had their Taiwan Scholarship or MOE Huayu Enrichment Scholarship revoked. g. A person who at the same time has received any other scholarship or subsidy from any Taiwan Government institution (organization) or any education institution in Taiwan, apart from any subsidies provided for a Taiwan Scholarship recipient by their university/college to cover the outstanding amount if the total amount of their tuition and other fees exceeds the scholarship limit. - Applicants must apply directly to the university/college for admission within the application deadline. Each university/college sets its own application deadline.
Award & availability
Stated amount: 104,683 Tuition and payment of academic fees, including credit fees- Upon Validation of tuition and above fees, the MOE awards each recipient per Semester up to NTD 40, 000 (approximately US$1, 424, i.e. Rs. 1, 04, 683). If the total amount of these fees should exceed NTD 40, 000, the remainder of all costs shall be paid by the recipient. Tuition and academic fees do not include any of the following: administration fees, thesis advising fees, insurance premiums, accommodation, and Internet access, all of which are payable by the recipients. Application
No Separate Application or Fee is Required to get the grants, it will be automatically considered, once you enrolled for the program. Applicants must send or submit the following documents in person or through agent, from Feb 1st to Mar 31st , to the Education Division, Taipei Economic and Cultural Center in India ( 34, Paschimi Marg, Vasant Vihar, New Delhi-110057), Please visit ‘TECC in India’ website (https://www.roctaiwan.org/in_en/index.html) for location and contact details. The applicant will receive a registration serial number only when the application documents meet the requirement of the guideline. Failure to include any of these requested documents renders the application incomplete, and the applicant will not be further considered for the scholarship, without further notice:
- Taiwan Scholarship Application Form.
- A copy of the applicant’s passport or other nationality certificates.
- A copy of the highest degree certificate and academic transcripts (CGPA 6.0 and above). If the percentage is not presented on the transcript, the students have to mention the percentage and ranking on the back side of the transcript. If issued by international educational institutions, these documents must be authenticated by an overseas Representative Office or be sealed and delivered by the awarding institutions. Documents in a language other than Chinese or English must be translated into Chinese or English and the translated documents must be authenticated. - A copy of admission application materials to universities/colleges in Taiwan. (e.g., copies of application fee remittance, application form, receipt of application from universities/colleges, e-mails.)
- A copy of a language proficiency certificate: a. For applications to undertake a program not completely taught in English: a copy of results or a certificate at Level 3 or above of “Test of Chinese as a Foreign Language” (TOCFL). An applicant who has not submitted a copy of the test results or certificate at Level 3 or above must take the “Test of Chinese as a Foreign Language” (TOCFL) test at Level 3 or above at their own expense by the end of the first semester after they arrive in Taiwan and submit their test results or certificate to their university/college. If the applicant transfers to a different university/college after the first semester, their starting semester in the new university/college is still regarded as their second semester since arriving in Taiwan. The applicant is not permitted to claim the initial semester in the new university/college as the “first semester” referred to in this requirement. b. For applications to undertake a program completely taught in English, a copy of TOEFL/IELTS test scores or other recognized English language proficiency exams or degrees awarded in English must be submitted. Applicants who are citizens of a country where English is an official language are not subject to this requirement, however, the degree program completely taught in English that an applicant is applying to undertake must have been accredited by the MOE, as posted in TECC in India website. If the Englishlanguage degree program has not been accredited by the MOE, then the applicant must obtain a document formally issued by the university/college (not a subsidiary department or unit) that the applicant wants to attend certifying that the degree program inquestion is fully taught in English.

Selection process
Selection Procedure Guidelines:
- The TECC in India will take into account whether a scholarship recipient would contribute to Taiwan’s national development, as a professional contributing to their own country and to Taiwan, and assist in the growth of Taiwan’s business and industry, economy, and education.
- Scholarship recipients must have an average CGPA (for the entire program) of at least 6.0. If a different grade method is used, the TECC in India will use these figures as the basis for its calculations or take the results indicative of excellence by universities and colleges (eg. NIRF) to select outstanding students.
- Interviews will be conducted in person or by video conferencing after paper review of “IV. Eligibility” and related document, so as to interact with the applicants and better judge their demeanour and moral character.
- Preference must be given to applicants with a “Test of Chinese as a Foreign Language” (TOCFL) certificate or an applicant who has studied Mandarin in their campuses and recommended by the Taiwanese Mandarin teacher. People applying to go to Taiwan to undertake a program completely taught in English must submit their TOEFL/IELTS test scores or submit a certificate that they have passed another English language proficiency exam recognized by the government at the intermediate level or documentary evidence that they scored at least 75% in such an exam.
- The application form must be fully completed and the application form and other documents will not be returned.
- TECC in India will select the successful candidates and place some candidates on a waiting list.
- Successful candidates must submit a photocopy of their letter of admission to the Education Division, TECC in India, by June 30 to confirm that they satisfy the eligibility requirements. A person who is not admitted into a university/college will lose theireligibility to receive a Taiwan Scholarship. A person who fails to submit documents within the specified time period will be considered to have forfeited their eligibility to receive a Taiwan Scholarship, and the TECC in India will offer the forfeited scholarship to the candidate highest on the waiting list. Other Info Scholarship Duration and Time Limits:
- The maximum period a Taiwan Scholarship may be held is: four years for undergraduate programs, two years for master’s degree programs, and four years for doctorate programs. The maximum total period that any one person may hold a Taiwan Scholarship is five years.
- Annual award period begins on September 1st and continue until August 31st of the following year. Recipients must arrive in Taiwan and enroll at their admitting universities/colleges within prescribed period unless delays have been approved by the relevant Institutions and the MOE. A student who is unable to arrive in Taiwan and register at their university/college at the scheduled time will be considered to have forfeited their scholarship eligibility, unless the student has notified the university/college and the MOE beforehand and been given permission for a delayed arrival and registration.
- Living allowance payments begin from the month when the recipient actually begins attending the university/college, and they end when the maximum scholarship period for their degree level expires, or when the recipient graduates, withdraws from their studies, is suspended or expelled, or has their Taiwan Scholarship revoked.
