INDIA - UNITED STATES FELLOWS EXCHANGE
The India-United States Fellows Exchange is a collaboration between the Global Studies Program and the Fellows Program at New America. It aims to identify technologists from industry, government, and civil society; analysts of technology from academia and the media; and government regulators from state, local, and national levels to participate in a unique and timely fellowship exchange. This program will bring Fellows from India to the United States, and Fellows from the United States to India, to devise novel technology-based solutions to policy challenges. This program aims to enable both countries to better harness technology to improve the lives of their citizens and to improve and strengthen the bilateral relationship between India and the United States. Eligibility
The ideal candidate will be a mid-career professional, someone ambitious who aims to make a mark in the technology policy sector. For example, the candidate should have a Master's degree or higher with three years experience, or a Bachelor's degree with five years experience. The candidate will have a demonstrated education and employment background relating to industry, government, civil society, technology analysis, and/or government regulations at the state, local, and/or national levels. Individuals applying should be able to articulate the interdisciplinary nature of this kind of work, from technical expertise to policy implications to the user experience. Fundamentally, a candidate should be able to address the intersections of policy, management, and technology.
Award & availability
Stated amount: 629,324 New America will provide a stipend of $7,500 USD per Fellow, and will also find and pay for reasonable rental housing in India and in the United States for each Fellow that will cover their six-week stay. Each Fellow will also have economy class airfare up to $2,000 US, and visa fees will be covered by New America. Application
There is no separate application fee for the scholarship. The application has three sections. The application form includes biographical and project information, a written section - including a project proposal of up to 1,500 words and a plan of approach of up to 1,000 words and a section to upload relevant work samples. While this fellowship has specific public interest technology target areas for research - biometrics, privacy, agriculture, water/resource scarcity, technology policy, and future of work - the projects will be designed by individual candidates. You will design an independent project around a research area that is of personal or professional interest to you that you feel can be completed in your exchange country location during the six-week research period. The project information section includes some questions regarding potential policy implications of the work, ideas about collaborators for meetings during the six-week research period, etc. The project proposal should be framed as a project thesis, highlighting the work the applicant aims to complete during the fellowship. The plan of approach should further explain how the project proposal will be executed during the fellowship. At the end of the application questions, you will be asked to upload a series of components to support your application, including:
- Resume/CV (up to five pages maximum) with contact details of three references; and
- Relevant Written or Non-written Work Samples. Relevant written work samples are being asked, with the option of including appropriate non-written work samples. You must submit a minimum of two written work samples, with the option to submit up to three non-written work samples. Please include a cover page for any files you upload; the cover page will not count toward your page limit. It should list your full name, as well as the title, date of publication (if applicable), and a brief description. Written work samples should not exceed 20 pages (combined) in length. Written work samples may include, but are not limited to, original opinion editorials, research reports and papers, etc. For all written work samples, the applicant should be the sole author. Non-written work samples may include, but are not limited to, GIS tools and interactive mapping, algorithms, online tools and code, mobile apps, etc.). The application form will provide you with the space to upload your files and/or paste your links, as well as space to provide a description. All video and audio clips must be your original work; the aim is to convey a sense of your capabilities and aesthetics. For example, TEDx Talks will not count as original non-written work samples and should not be submitted as work samples in support of your application. Selection process
In general, the timeline for reviewing applications is subject to change and depends on the number of applications we receive as well as on the availability of reviewers. The selection committee will review all of the applications in September, and decisions will be made accordingly. Finalists will be asked to schedule interviews via Skype. Applications are private-it is asked to anyone involved in the selection process not to share or discuss any of the candidates or materials with outsiders. Fellows will be notified in October and publicly announced when they begin their Fellows Exchange in January. Fellows, once accepted, should make themselves available for one-on-one meetings with the New America team between October and January in order to prepare a plan of approach for their project, in addition to calls to coordinate visas and travel.
