SAMARTH (SCHEME FOR CAPACITY BUILDING IN TEXTILE SECTOR) SCHEME
The textile and apparel industry is one of the earliest industries developed in India. Its entire value chain from fiber to apparel manufacturing has a strong presence within the country. In order to meet the skill gap in the industry and also to supplement its efforts initiated through the Special Package for Garments and Made-ups, the Government has has launched “Scheme for Capacity Building in Textile Sector (SCBTS) ” named SAMARTH Scheme. The scheme is for the entire value chain of textiles except Spinning and Weaving in the organized sector. Samarth (Scheme For Capacity Building In Textile Sector) is a flagship skill development scheme approved in continuation to the Integrated Skill Development Scheme for 12th FYP, Cabinet Committee of Economic Affairs. The objectives of the scheme are to provide demand-driven, placement oriented skilling programme to incentivize the efforts of the industry in creating jobs in the organized textile and related sectors to promote skilling and skill up-gradation in the traditional sectors through respective sectoral divisions/organizations of Ministry of Textile; and to provide livelihood to all sections of the society across the country. Eligibility
- Types of Applicant Should be an entity registered in India (including a firm registered under Indian Partnership Act, 1932 or a Trust registered under the Indian Trust Act, 1882, or a trust act applicable in a State in India or a Society registered under Societies Registration Act, 1860 or a company incorporated under the Companies Act, 1956 or 2013 or an LLP firm registered under The Limited Liability Partnership Act 2008) in existence as such for a period of at least five years.
- Should be a Startup in the field of skilling/training/textile-related segments etc.: - Based on the definition of a startup given by the Department of Industrial Policy & Promotion (DIPP), a startup for this scheme is defined as follows:- Startup means an entity, incorporated or registered in India.
- A company engaged in production of textile related item in India, which is incorporated under Companies Act, Indian Partnership Act/LLP Act.
- An Industry Association related with Textile Sector having member industry engaged in production of textiles
- Chamber of Commerce registered with Ministry / Department under Central or State Government empanelment having member industry engaged in production of textiles

- Textile-related skill training for the benefit of youth.
- To empower individuals, the Government of India has signed MoUs with 18 States under which 4 lakh people will receive training benefits.
- Training target of 3.6 lakh beneficiaries in the traditional and organized sectors.
- The Samarth scheme will benefit the socially backward classes and 150 aspirational districts because they are given special preference.
- The robust strategy and monitoring mechanism of the Samarth scheme will ensure the proper and timely completion of training.
- The concessional monetary assistance through Mudra Yojana will benefit India's entrepreneurship development and employment generation ecosystem. Placement: There shall be 70% placement of the successful trainees under the scheme. For the courses in the organised sector, all 70% should be in wage employment. However, in case of traditional sector (Handloom, Handicraft, Silk & Jute), atleast 50% should be in wage employment with balance in self-employment, in-line with the Common Norms but if due to some reason, wage employment percentage to that extent is not possible, then, on the request of IA, the Empowered Committee may alter the percentage of wage and self-employment in respect of the trainings imparted in the traditional sector while keeping the total placement to be 70%. Application Fees- Rs. 10, 000/-
- Applicant shall be required to apply online through http://samarth-textiles.gov.in in response to this RFP document. Acknowledgement receipt will be generated on successful submission of online application.
- As part of the enrolment process, the applicants will be required to choose a unique username and assign a password for their accounts.
- Applicants are advised to register their valid email address and mobile numbers as part of the registration process. These email-ids would be used for any communication from the Ministry of Textiles.
- The Application shall be digitally signed by the authorized signatory of the applicant.
- During registration, the applicants will be required to register through their valid Digital Signature Certificate (Class II or Class III Certificates with signing key usage) issued by any Certifying Authority recognized by India CCA
- Only one valid DSC should be registered by an applicant. Please note that the applicants are responsible to ensure that they do not lend their DSC's to others which may lead to misuse.
- Applications submitted by fax, e-mail and hard copy shall not be entertained and shall be rejected.
- Failure to furnish the required information in the application or submitting incomplete application may result in the rejection of the application.
- The applicant should pay application processing fee (non-refundable) of Rs. 10, 000/- in the form of Demand Draft (DD) drawn in favour of Pay and Accounts Officer, Ministry of Textiles, New Delhi. The original DD will have to be sent to the Under Secretary (HRD), Ministry of Textiles, Udyog Bhawan, New Delhi within 7 days of submission of application in online. A scanned copy of the DD to be uploaded in MIS (Samarth Portal) while submitting the application. The proposal will be treated as incomplete and cancelled in case of non-receipt of Original of DD in the Ministry. All the following documents have to be uploaded in the online application: 1. Application Processing Fee (scanned copy of Demand Draft of requisite amount). Original DD is required to be sent to the Ministry of Textile with 7 days of closure of RFP. In case of non- receipt of physical copy of DD, the proposal will summarily be rejected.

- Power of Attorney for Signing of Application (on the letter head of the organization). The authorized person having power of Attorney for signing of application will only be allowed to submit the application with his valid Digital Signature Certificate
- A copy of the PAN card
- Online declaration form by the applicant entity for not having been barred by the Central/State government or any of its bodies including CPSEs for any project (on letter head of the organization) and it is to be digitally signed.
- In the case of company documents in support of legal existence of the applicant entity (s) e.g. Certificate of Incorporation, Registration License under Section 25 of the Indian Companies Act, 1956 etc.
- In the case of Textiles Associations document in support of legal existence of the applicant entity example Certificate of Registration of Society / Trust Deed / License under Section 25 of Companies Act, 1956 / License under Section 8 of Companies Act, 2013 / Registration document under Chambers of Commerce.
- Copy of Charter document/ Memorandum of Association/ Articles of Association.
- An affidavit to the effect of providing training and requisite percentage of trainees in wage employment as per scheme guidelines.

Selection process
Selection of trainees The selection process for identifying the trainees shall be transparent and inclusive. The trainee must be a citizen of India possessing an Aadhaar Card (unless exempted under Aadhaar Act, 2016) with age over 14 years. The empanelment of Implementing Agencies will be based on the following parameters:
- Organization credentials.
- Past experience of skilling in the textile sector. Ministry of Textiles Request for Proposals.
- Financial strength. Other Info Trainers and Training of Trainers (ToT) Each of the training centres will be run by a qualified trainer and support staff. The capacity of the trainers shall be enhanced through a comprehensive Training of Trainers (ToT) Programme. Training of Trainers will be conducted by the RSA and Sector Skill Councils in line with the common norms and guidelines of MSDE. Course Content The content for each course/programme shall be need-based to meet the highest standards and requirements of the related industry segment, including awareness about labour laws, and will be designed by the Textiles Committee (RSA) in consultation with the industry. Use of multimedia content and other applications of Information Technology (IT) would be encouraged. Only the courses which are aligned with NSQF and approved by the Textiles Committee will be offered to the trainees. Soft Skills In addition to the targeted domain specific hard skills, the programme shall also aim at imparting soft skills (life management skills) to the trainees. The training centres should provide minimum 30 hours of soft skills training, including but not limited to communication abilities, language skills, personal habits, cognitive or emotional empathy, time management, teamwork and leadership traits.
