ISHAN UDAY SPECIAL SCHOLARSHIP FOR (NER) - MEGHALAYA
Ishan Uday Special Scholarship Scheme for NER is an initiative of the University Grants Commission (UGC) under the Ministry of Human Resource Development (MHRD), Government of India for students from the North-Eastern Region (NER) of India who have passed Class 12 or its equivalent from recognized institutions. The scholarship aims to promote higher education and increase the Gross Enrollment Ratio (GER) in the NER states. Under this program, 10,000 fresh scholarships are awarded annually. Selected candidates receive a stipend of ₹8,000 per month for 10 months in a year. Eligibility
- The scholarship is open to those students who have passed Class XII or equivalent examination from a school situated within NER through a recognized Board of Education including Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), National Institute of Open Schooling (NIOS).
- The scholarship is available for those students only, who are pursuing a recognized UG degree programme as specified and notified by UGC from time to time.
- Only the students, who are already admitted in the first year of the UG degree programme in an eligible university/college/institution within India, are eligible to apply.
- The scholarship is available to the students for the first UG Degree only. Students, who have already acquired any degree, are not eligible to apply.
- The scholarship will be given for the duration of study of the UG programme as specified by UGC for each programme, from the start of class in the first year/semester.
- In the case of ‘integrated’ and ‘dual degree’ programmes, the scholarship will be payable for the UG component only.
- The income of the parents of the student should be below Rs. 04.50 lakh per annum. Students, whose parents’ annual income is Rs.04.50 or more, are not eligible to apply.
- Students should have a valid Domicile Certificate of any State of NER.
Award & availability
Stated amount: 80,000 Ten thousand (10000) Scholarships, at the rate of Rs. 8,000/- per month for 10 months in a year (80,000), are available for students belonging to the economically weaker section of the North Eastern Region.
- Ten thousand (10000) Scholarships, at the rate of Rs.8,000/- per month for 10 months in a year, are available for students belonging to the economically weaker section of the North Eastern Region.
- 50% of slots under each category are earmarked for Arts, Humanities and Social Sciences, Law, and Management, and the other 50% are earmarked for Science, Engineering & Technology, medical, technical, agriculture, and forestry programs.

Selection process
- The selection under the schemes is done purely based on State-wise merit from among the candidates who have applied for the scholarship under the scheme, through online mode only, on the designated portal, i.e., the National Scholarship Portal of the Government of India.
- In case of tie/more than one candidate having similar marks in their XII class examination, at the lowest level of the merit list, the list shall be further short-listed/segregated based on marks obtained by them in X class. In case, there are still more candidates on the merit list as compared to the desired/declared slots, further shortlisting shall be done based on the age of candidates. Older candidates shall be given preference over younger candidates. Other Info Important Points:
- Applications will be invited once a year on the National e-Scholarship Portal of the Government of India. Short notifications will also be uploaded on the UGC website.
- Incomplete applications will be summarily rejected. Only verified online applications will be considered for the award of a scholarship.
- Students are not required to upload any certificate/affidavit on NSP while submitting their online applications. However, as per the requirement of the scheme, they have to submit necessary documents to their institutions to enable them to verify their online applications.
- In case, a student does not have a separate KYC-compliant bank account in their name, he/she should open a KYC-compliant bank account in his/her name and give its correct information in the online application. Even if a student is selected for a scholarship, the payment of the scholarship may not be generated due to a mismatch of the name of the student, bank account number, IFSC code, etc.
- Students are advised to fill out the online application on NSP very carefully. The application may be rejected or payment may be stopped due to the wrong information in the online application No correspondence will be entertained in this regard after the application is verified by their institution.
- The institutions are also advised to check whether the student has given the correct information in their online application.
- The Institution shall verify the eligibility of its students based on documents submitted by students. The Institution may ask for Certificates and affidavits from students to ensure eligibility and verify the information given by the students in their online application. These include Domicile Certificate/Permanent Resident Certificate and Income Certificate issued by the competent authorities and Affidavits etc.
- The institution shall retain all documents of its students for record purposes during the period of scholarship plus two years after the end of the scholarship. UGC reserves the right to call for the documents of any student, at any time.
- After verifying the eligibility of its students for scholarships under the scheme, the institution shall verify the online application on NSP within the stipulated time.
- While verifying the online application, the institutions shall upload a scanned copy of the certificate on the Portal. A format of the Certificate for verifying ‘Fresh’ applications is attached below. An original copy of the Certificate shall be retained by an institution with another record of the student. Disbursement Of Scholarships Scholarship to the identified students (as certified, and verified by the institutions under this scheme) will be disbursed by UGC through DBT (Direct Benefit Transfer) Mode and will be transferred to the Bank account of the student. This procedure will be completed through PFMS. Only One Benefit A student is eligible to receive only one scholarship at a time. The student is required to declare that he/she is not in receipt of any other scholarship/monetary benefit from any other source and that he/she will not accept/receive any other monetary benefit/scholarship from any other source.
