"Innovation in Science Pursuit for Inspired Research (INSPIRE)" is an innovative program sponsored and managed by the Department of Science & Technology for attract of talent to Science. The basic objective of INSPIRE is to communicate to the youth of the country the excitement of the creative pursuit of science, attract talent to the study of science at an early age, and thus build the required critical human resource pool for strengthening and expanding the Science & Technology system and R & D base. A striking feature of the program is that it does not believe in conducting competitive exams for the identification of talent at any level. It believes in and relies on the efficacy of the existing educational structure for the identification of talent. The government of India approved the INSPIRE Scheme in November at a total cost of about Rs 1979.25 crores in the 11th Plan Period and the Honorable Prime Minister launched the program on 13th December 2008. The program is continuing in the 12th Plan period at a budgetary allocation of Rs. 2200 crores. INSPIRE has three components: 1. Scheme for Early Attraction of Talent (SEATS), 2. Scholarship for Higher Education (SHE) and 3. Assured Opportunity for Research Careers (AORC). Scheme for Early Attraction of Talent (SEATS) aims to attract talented youth to study science by providing INSPIRE Award of Rs 5000 to one million young learners of the age group 10-15 years, ranging from Class VI to Class X standards, and also by arranging summer camps for about 50,000 science students of Class XI with global leaders in science to experience the joy of innovations on an annual basis through INSPIRE Internship. Scholarship for Higher Education (SHE) aims to enhance rates of attachment of talented youth to undertake higher education in science-intensive programs, by providing scholarships and mentorship. The scheme offers 10,000 Scholarships every year at Rs 0.80 lakh per year for talented youth in the age group 17-22 years, for undertaking Bachelor's and Masters's level education in natural sciences. The main feature of the scheme is the mentorship support provided to every scholar. The following subjects under Basic and Natural Sciences are within the scope of INSPIRE Scholarship for pursuing BSc/BS/Int. MSc/Int. MS course: (1) Physics, (2) Chemistry, (3) Mathematics, (4) Biology, (5) Statistics, (6) Geology, (7) Astrophysics, (8) Astronomy, (9) Electronics, (10) Botany, (11) Zoology, (12) Biochemistry, (13) Anthropology, (14) Microbiology, (15) Geophysics, (16) Geochemistry, (17) Atmospheric Sciences & (18) Oceanic Sciences. Courses other than these subjects such as Engineering, Medicine, Military Science, Defense Studies, Agriculture, Psychology, Seed Technology, Anthropology, Home Science, Geography, Economics, Education (including B.Sc.-B.Ed. dual degree course), Bio-technology, Computer Science, Computer Applications, Bio-informatics, Instrumentation, Information Technology, Physical Education, courses in Distance Education mode at the Open Universities and other professional courses are NOT supported. Assured Opportunity for Research Careers (AORC) aims to attract, attach, retain, and nourish talented young scientific Human Resources for strengthening the R&D foundation and base. It has two sub-components. In the first component i.e. INSPIRE Fellowship (age group of 22-27 years), it offers 1000 fellowships every year, for carrying out doctoral degrees in both basic and applied sciences including engineering and medicine. The second component i.e. INSPIRE Faculty Scheme, it offers assured opportunity every year for 1000 post-doctoral researchers in the age group of 27-32 years, through contractual and tenure track positions for 5 years in both basic and applied sciences areas. Eligibility
Scheme for Early Attraction of Talent (SEATS) - Students of Class VI to Class X standards are eligible to apply. Scholarship for Higher Education (SHE) - Students pursuing Bachelor's and Masters's level education in natural sciences are eligible to apply.
- Meritorious Students with aggregate marks within the top 1% of their Class XII examination of any State/ Central Board in India are eligible. In addition, the student must be pursuing courses in Natural and Basic Sciences at the BSc, BS, and Int.MSc/MS level.
- Those students who have secured ranks in the JEE of IIT, AIPMT (within the top 10000 ranks), and are presently pursuing Natural and Basic Science courses in India at the BSc, BS, Int.MSc/MS level.
- Students pursuing Integrated M.S. courses at IISERs, NISER, and Department of Atomic Energy Centre for Basic Sciences, Kishore Vaigyanik Protsahan Yojana (KVPY), National Talent Search Examination (NTSE), Jagadish Bose National Science Talent Search (JBNSTS) scholars and International Olympiad medalists pursuing Bachelor/ Master level courses in Natural Sciences. In the case of receiving more than 12,000 eligible applications in the given year, the selection will be on the basis of Board inclusive model within the available number of Scholarships in that year. Assured Opportunity for Research Careers (AORC) - for Candidates applying doctoral degrees in both basic and applied sciences including engineering and medicine are eligible. - An INSPIRE Scholar who has secured a minimum of 65% marks or 6.5 CGPA (on 10 point scale) in aggregate at M.Sc. or Integrated M.S./ M. Sc Course,
- First Rank holders of Post Graduate Degrees in Basic & Applied Sciences OR Graduate Degrees in Engineering Sciences/ Medical Sciences/ Pharmaceutical Sciences/ Agricultural Sciences/ Veterinary Sciences of any recognized Indian University or Institute/ Statutory Body in India, which is eligible for admission to the Ph.D. Program in any recognized University/ academic Institution in the country.

- Scholarship for Higher Education (SHE) - The scholarship is valued at Rs. 80,000/- per annum. Each candidate will receive an annual scholarship @ Rs. 5000/- per month total value of Rs. 60,000/-. All the SHE scholars are required to undertake summer research projects under an active researcher in any recognized research centre across India. A summertime attachment fee of Rs. 20,000/- will be paid as Mentorship every year. The scholars have to submit the project report and Certificate from the mentor after the completion of the project in due course of time.
- Assured Opportunity for Research Careers (AORC) offers 1000 fellowships every year, for carrying out a doctoral degree in both basic and applied sciences including engineering and medicine (age group of 22-27 years). Fellowship amount to selected students transfers to the host institution where students are pursuing the PhD program. The Sanction Letter regarding the Fellowship Fund transfer would be sent to the student as well as to Host University. Selection process
Scholarship for Higher Education (SHE) Selected candidates will be supported for a maximum period of five years, starting from the 1st year of BSc, BS, Int. MSc/Int.MS or until the completion of the course, whichever is earlier. Continuation of the scholarship for the selected candidates is based on good academic performance in the examinations conducted by the University and upon the recommendation by the Head of the Institution. Assured Opportunity for Research Careers (AORC) Selection for INSPIRE Fellowship shall be purely on the basis of the academic merit of the candidate, choice of the Supervisor, Host Institutions, and the Research Proposal. Applications would be screened by two levels of screening committees.
