DEPARTMENT OF SOCIAL WELFARE - SOCIAL EMPOWERMENT FELLOWSHIP

The Department of Social Welfare, Government of Andhra Pradesh (GoAP) is dedicated to the development of the socially & economically marginalized Scheduled Castes in Andhra Pradesh & is mandated to design & implement programs for their integrated development with an intent to bridge gaps in various development indicators between the SCs and the larger society. Fellows are engaged initially for 2 years with half-yearly performance reviews. Based on annual performance, the Principal Secretary/Secretary to Government, Dept. of Social Welfare may consider further continuation of engagement for the concerned fellow. Eligibility

  1. The candidate must be a citizen of India.
  2. The candidate must possess a consistent track record of academic & workplace excellence and have showcased his/her potential for leadership.
  3. Performance in standardized examinations such as GRE/GATE/GMAT/CAT/NEET/JEE/OTHER STATE, NATIONAL & INTERNATIONAL EXAMINATIONS will be taken into consideration during the shortlisting of candidates. The candidates are encouraged to report the same in their CVs.
  4. Professional certification obtained in relevant verticals is desirable, but not essential.
  5. Excellent written and verbal communication skills.
  6. Experience in data collection and synthesis of multiple data sources.
  7. Excellent Project Management skills.
  8. Experience in implementing & monitoring Government Schemes/Programs will be preferable.
  9. Detailed knowledge of Microsoft Office applications is required.

Award & availability

Stated amount: 85,000

  1. Year 1 stipend (Per Month) – Rs. 60,000 to 85,000/-. The stipend shall be modulated based on the candidate’s educational background and relevant work experience.
  2. Maximum of 20% annual increment on the stipend, based on performance.
  3. Health Insurance Coverage (including COVID-19 insurance cover) may be provided to the desired candidate(s). Out of Six (6) Fellows, two (2) will be mentored by, and report to the Principal Secretary/Secretary to Government, Dept of Social Welfare and two (2) will be mentored by, and report to the Director, Dept. of social welfare and two (2) i.e., IT &ITeS Fellows will be mentored by, and report to Secretary, APSWREIS, Dept. of Social Welfare.

Selection process

Stage 2: Screening of submitted applications (including essays) & shortlisting. Stage 3: Following a review of the CV, the shortlisted candidate will be invited to the Panel Interview. Stage 4: Results announcement. Stage 5: Verification of original documents and onboarding. Other Info RESPONSIBILITIES:

  1. Identify gaps & redundancies in policy & processes.
  2. Develop insights and innovative ideas to address the identified gaps.
  3. Design and operationalize interventions leading to efficient & optimized operations.
  4. Scope and identify convergence models leading to better delivery.
  5. Identify best practices through rigorous research for integration with the program design.
  6. Document “as-is” & develop optimized, sustainable, practical & implementable “to-be” models running on efficient IT platforms.
  7. Develop, document, monitor & anchor the implementation of interventions based on the approved “to-be” models across a minimum of 2 lifecycles with baseline & outcome studies.
  8. Collaborate & Coordinate with all internal/external stakeholders for collating, managing, and disseminating relevant knowledge.
  9. Create pitch decks and deliver the same to a wide variety of audiences.
  10. Prepare and put out reports on the policies and programs implemented.
  11. Perform any other administrative/ financial duties required by the vertical assigned.
  12. Perform any special work or duty which may be entrusted to him by the Authority.
  13. Fellows are required to travel extensively as part of their work and have to reside within the field units (including schools, hostels, etc.) during their field visits.
  14. It may be noted that the responsibility of the fellows is not limited to merely designing action plans but they should also take responsibility for implementing and monitoring the same.
